<Wide Area Certification System>
The Wide Area Certification System is a special system that allows manufacturers certified by the Minister of the Environment to collect and recycle used products across multiple prefectures without the need for a license for each local government to operate a waste disposal business. In order to build a recycling-oriented society, recycling efforts have been intensified in industries responsible for manufacturing products, though in some cases the strict implementation of the Waste Management and Public Cleansing Act, which is intended to curb inappropriate waste disposal, has become an obstacle to promoting efficient recycling. The Wide Area Certification System was established under the revised Waste Management and Public Cleansing Act (which went into effect on December 1, 2003) in response to the industry’s demand for deregulation, with the aim of promoting wide-area recycling beyond the boundaries of local governments.
